III. OBJECTIVES

IV. MEMBERSHIP
6 The membership subscriptions shall be as follows:
(i) The annual subscription for an Ordinary Member shall be Rs. 100.00. (to be removed)
(ii) The Life Membership subscription shall be a minimum Rs 1000.00. ( to be removed)
The Life-Membership subscription shall be a minimum of Rs. 1000.00 from the date of leaving school and this amount will remain same for the first five years. Thereafter from the sixth year there shall be an annual increase of Rs. 1000/- consecutively each year and shall remain at a minimum of Rs. 5000/- from the tenth year onwards.(to be included)
9 Members shall pay the full calendar year's membership subscription on the date of joining/transferring. A subscription paid on any day of any year shall be a subscription only in respect of that year in which such subscription is paid, and shall not be a subscription for a period of one year from the date of such payment. ( to be deleted)
V. LOSS OF MEMBERSHIP
11. a. Death, or resignation submitted in writing, shall terminate membership in the Association. Membership may also be lost as a result of a disciplinary action decided by the Executive Committee against a member in accordance with section 12 of the constitution . (to be included)
VI. THE EXECUTIVE COMMITTEE

VII. ELECTION AND THE EXECUTIVE COMMITTEE VACANCIES
15. a. Office bearers (except the President and the Vice-Presidents who are nominated by the Principal) and the Committee Members of the Executive Committee (other than 3 staff members defined in Clause 14 b) shall be Life / Ordinary members of the Association at the time of their election to the Executive Committee.(to be deleted)
.....c. The Executive Committee except the Senior Vice President elected shall hold office until the election of the New Executive Committee at the Annual General meeting of the following year.
To be elected as the Senior Vice President, a member has to have held the post of an office bearer elected under clause VI –13 of the constitution for a minimum period of 01 year prior to being elected . The Senior Vice President may hold for two consecutive years without being re-elected at the Annual General Meeting. (to be included)
The Senior Vice President may hold office for a maximum of two consecutive years, and will not be eligible for re-election for the 3 rd year for the Post of Senior Vice President. However if the general membership decides at the next AGM with two thirds (2/3) majority he can continue to serve for an additional one year. (to be included)
f. All other office bearers except for the Vice Presidents nominated by the Principal shall not hold same office for more than 03 years continuously. (to be included)
VIII POWERS OF THE EXECUTIVE COMMITTEE

c.The quorum for a meeting of each appointed Standing Committee shall be minimum of 1/3 of its members. (to be included) 1. Each Standing Committee will have a Chairman, A Secretary and a Treasurer. The members of a Standing Committee shall not hold same office consecutively for more than 03 years, subject to conditions stated in clause 20. Standing Committee Treasurer nominated shall not be the Treasurer of the ExCo. (to be included)
4. All fund raising projects to be carried out by Standing Committees should be submitted to the Executive Committee for prior approval. The Chairman of the Standing Committee needs to submit names of Secretary, Treasurer and other committee members of his Standing Committee to the ExCo for prior approval. IX. FUNCTIONS OF THE EXECUTIVE COMMITTEE AND OFFICE BEARERS
22 d. The Senior Vice President during his period in office will also act as Chairman of Infra Structure related School development projects undertaken by the OBA ExCo apart from overlooking the services carried out by various other Standing Committees. (to be included)

g. Shall keep records of all Policy Papers adopted by the OBA ExCo in the past and make available to the current ExCo or to the members if and when needed.

25. The Honorary Treasurer
c. Shall prepare and present a Statement of Accounts of the Association at its Annual General Meeting. Shall table Financial Statements at monthly ExCo meetings for which Assistant Treasurer can be a joint signatory. (to be included)
g. May keep with him, have, and spend up to a maximum of Rs. 2000/- Rs. 5000/ - of the funds of the Association, pending approval of the Executive Committee. (to be removed) (to be included)
..h. Shall follow guidelines of any Financial Management of OBA ExCo policy papers being adopted by the OBA ExCo. (to be included)
26. The Assistant Treasurer
c. Shall be a joint Signatory to the Treasurer for the Financial Statements submitted at ExCo meetings on a monthly basis. (to be included)
XIII. CONTROL AND ADMINISTRATION OF PROPERTY AND FUNDS
45. All monies of the Association shall be deposited in a Account(s), in the name of the Association, in a commercial bank(s) in Sri Lanka approved for this purpose by the Executive Committee, and such Account(s) shall be operated by two office bearers, one of whom shall be the Treasurer or Vice President Finance and the other shall be the President, Senior Vice President, other Vice President nominated by the ExCo, or one of the Honorary Joint Secretaries nominated by the ExCo. The Executive Committee can, by a resolution passed at a Committee meeting, decide on the Bank(s) where an account(s) should be opened and operated. (to be included)
XVI. BRANCH ASSOCIATIONS
48. Owing to geographical and/or any other requirements, a group of Ordinary/Life members of the Association can request permission from the Association to establish a Branch Association subject to the following conditions.
a. The group should consist of a minimum of 10 Ordinary/Life Members of the Association.
b. Such groups should prepare their own constitution for Branch Association which should be in accordance with the objectives of the Constitution of the Association and submit it for the approval of the Executive Committee.
c. Any discrepancies between the Constitution of the Association and the Constitution of the Branch Association should be referred to the Executive Committee and its decision on same is final.
d. Once the approval is granted for that proposed constitution, the Branch Association could be established.
e. The Association shall be notified by the Secretary of the Branch Association regarding details of all activities of the Branch Association, including the following.
i. Names and addresses of all office bearers and subsequent changes, if any.
ii. Names and addresses of all members and subsequent changes, if any.
f. The Executive Committee shall have powers to dissolve any Branch Association(s) or their committees giving no reasons. However, such decisions should be ratified at the next Annual / Special General Meeting by a two third majority. (to be deleted)
Branch Associations recognised by the Isipathana College Old Boys Association are divided in to three categories. They are: -
(i) Isipathana College Branch Associations in Foreign Countries.
(ii) Junior Old Boys Association.
(iii) Old Boys Yearly Group Committees.
Rules & Regulations applicable for each category of Association mentioned above (i), (ii) and (iii) shall be decided by the ExCo through Policy Paper/s adopted.
